Can you crack a code?

The FBI has just posted the next installment in their cryptanalysis challenge. You can see this year's problem here. It's really not a very hard problem because there's a really long and obvious crib in it.

If you can correctly decrypt the FBI's message, e-mail me your solution and I'll get you a free one-year subscription to Voltage's hosted e-mail and file encryption service - the Voltage Security Network.
